We just got the same requirement for a customer.

In our use case, the phone is used on the reception to answer normal calls.
The company has a internal emergency number which can be called, and then the person at the reception has to take the call, not matter if she is already on the phone.
And it should ring different, signaling the emergency, so she hears that's it a emergency.
