The contacts app is reshaped in V13R3 but as far as I'm concerned, it still has its backdraws.
There is a distinction between global Phonebook (which is uploaded from excel by the admin) and a personal phonebook. As such, this is good. As for the global phonebook, from the moment you create a "rule" to give someone admin rights so that this person can add and delete contacts, the Global Phonebook suddenly becomes available only to this admin user and the global phonebook basically suddenly becomes a personal phonebook. However, this can then be rectified by creating a group with all users "active" in the group and creating a rule for this.
Then I think, this could be better AND more intuitive. Create a checkmark "global" so that it remains visible to everyone at all times "read access". Then you don't have to bother with creating groups anymore. If you don't check the box, it can stay as the app works now, because this way you have the option to make different phonebooks available to different departments.
