Other: App licences must be assignable
It must be possible, that app licenses can be assigned to a PBX in case of a central License Server as it can be done with Port or UC licenses. Otherwise it can happen, that a custom adminstrator claims more licenses than allowed.

The same we need for PBX-Channels-Licenses. Here we also need License Limits, otherwise a customer can use more channels than allowed, when he modifies a confence object.
