Softphone: Configure Callforwarding if Softphone is deregistered

at the moment it is only possible to configure the callforwarding if offline to the CFNR destination!
But some customer still needs the CFNR destination and wants a seperate destination is softphone is not registeres like destination für OOS OutOfService.

Idea is to configure such a destination in the Userobject-config. If the softphone is not configured, the pbx will wait 10 secounds for a registration (because of push, mobile apps), if there is no userregistration after 10 seconds, the call will be forwarded to the configured destination.
This destination could be a busy-/free-tone or some announcement.
We need this, because we cant change the SIP event if the softphone User is offline.
I think the pbx is sending a SIP481, the problem is that every provider is handling these events differently.
With a configurable destination, we can build a custom workaround
