I don't really know, what you mean with "WQ must be delivered"
If I understand that correctly, your goal is that internal calls can never reach said Telephone and external calls get forwarded to a waiting queue.
So you can just put a call forwarding (CFU) on the user with the parameter only int. and send that to a destination of your liking.
Some kind of Announcement that this number is not reachable or whatever makes the most sense for your cause.
And another CFU for "only ext." that sends the calls to your WQ of choice.
