Blind Transfer

When a call party A has a call to another call party B and transfers this call to a new call party C without setting up a consultation call first, then this is referred to as blind transfer.

When a consultation call is created first just like with normal transfer, but the consultation call is still in alerting state when the transfer is done, this is sometimes referred to as semi-blind transfer.

Call Transfer

When the call between A and B is not yet connected (i.e. it is still alerting), then transferring the call to C is strictly speaking a call deflection, although this is often referred to as blind transfer too.
